Tax reforms
• Present FY10 budget within 45 days of forming the new government.
•Introduce Goods and services tax (GST) from FY11
•Invest in essential social and physical infrastructure
•Limit subsides to only needy and poor sections of the society
Infrastructure
•Increase public investment in infrastructure
•Ensure that India adds at least 12,000- 15,000 MW of power capacity every year.
•Rural electrification and reduction in distribution losses. Will also implement a scheme to supply energy to poor families at
affordable prices
•Promises a very significant increase in the share of nuclear power
•Connect villages through broadband network within 3 years
Agri focus
•Provide farmers access to bank credit at lower rates.
•Provide interest relief to all farmers who repay banks loan on schedule.
•Implement crop insurance schemes.
•Minimum Support price and procurement.
•National Rehabilitation and Resettlement Bill will be taken up. And also ensure that farmers get at least market rates of land
for land acquired for industrial projects.
•Remove controls on the free movement of farm commodities and processing of agricultural products and regulations that
depress the farmer's income.
Privatization / disinvestment
•Talks about selective privatization while preserving and making public sector more efficient Employment
•Pledges at least 100 days of work at a real wage of Rs 100 a day for everyone as an entitlement under the NREGA
•Rs30B to be invested in a nation wide skill development program
•Pledges a "new deal" for SME's and for first generation entrepreneurs (collateral free debt, reduce procedures and red
tapism)
Modernization and expansion of our science and technology institutions
Industry
•Encourage foreign investment policies to maximize local value addition and export potential
Regulations to ensure good corporate governance
Others
•Food security: Enact on right to food act guaranteeing 25 kgs of rice/white at Rs 3 per kg to every family below the poverty
line
Education: Provide need based scholarship or educational loan without collateral repayable over a very long period
•Terrorism: Make India's defense forces technology enabled and equip them with modern weapons, aircrafts, ships and
delivery systems to meet terrorism threats.
•Health: Health insurance for poor families over the next 3 years
